Preheat the oven to 400°F and line a 12-cup muffin pan with paper liners.
In a large mixing bowl, combine the rolled oats and milk.
Add the maple syrup, neutral oil, packed brown sugar, and lightly beaten eggs. Stir until everything is well blended.
Add the flour, baking powder, cinnamon, baking soda, and kosher salt. Mix just until the dry ingredients are incorporated. The batter will have a fairly wet consistency.
Evenly divide the batter among the prepared muffin cups.
If desired, sprinkle the tops with sparkling or raw sugar.
